Board of Directors

  Philip Earhart
Chairman

As Chairman of the Memorial Hospital Board of Trustees, Philip Earhart presides over a group of community leaders in finance, media, public policy and business who volunteer their time and talents to advocate for the hospital.

A native of New Orleans, Mr. Earhart is a graduate of the University of the South in Tennessee with a Bachelor of Arts in Political Science and the University of New Orleans with a Masters of Business Administration in Finance and Management. Prior to assuming his position as regional president of Business First Bank, Mr. Earhart was area president for Whitney National Bank.

In addition to serving on the Memorial Board of Trustees since 2004, Mr. Earhart has served as the vice chairman of the Community Foundation of Southwest Louisiana, and on the Louisiana Technical College Advisory Board. He has also served as chairman of the Louisiana Endowment for the Humanities; treasurer of the Council for a Better Louisiana; chairman and campaign chair of the United Way of Southwest Louisiana; chairman of the Junior Achievement of Southwest Louisiana; and on the Chamber Southwest Louisiana board of directors.

 
Kevin Mocklin, MD
Medical Staff Director, Corporate Compliance Officer

As Medical Director, Dr. Kevin Mocklin is responsible for decisions relating to utilization, infection control, quality assurance, and the clinical aspects of Memorial Hospital's licensure, research and delivery of health services.

His role of Corporate Compliance Officer includes the review and evaluation of compliance issues and concerns within the hospital. He will ensure that the Board of Directors, management and employees are in compliance with the rules and regulations of regulatory agencies, that hospital policies and procedures are being followed, and that behavior within the organization meets Memorial's Standards of Conduct.

A New Orleans native, Dr. Mocklin is a graduate of the University of Mississippi School of Pharmacy and the Louisiana State University School of Medicine. He completed his internship at the University of Mississippi Medical Center in Jackson and his residency and chief residency at the LSU Medical Center in New Orleans before going into private practice in Lake Charles in 1982.

Board certified by the American Board of Internal Medicine, Dr. Mocklin also serves as an Instructor and Clinical Assistant Professor of Medicine at LSU New Orleans, as well as an Adjunct Professor of Graduate Nursing Education at McNeese State University. Additionally, he is on the faculty of the Lake Charles Memorial Hospital Family Medicine Residency Program.

Prior to assuming the position of Medical Director and Corporate Compliance Officer with Memorial, Dr. Mocklin retired from the Internal Medicine Clinic of Southwest Louisiana, which he co-founded in March 1996.

 
Ulysses Gene Thibodeaux
Chairman-Elect /Vice Chairman

As Chairman-Elect /Vice Chairman of the Memorial Hospital Board of Trustees, the Honorable Gene Thibodeaux joins an elite group of community advocates who fulfill their fiduciary roles toward Memorial Hospital by sitting on compliance, audit, finance and compensation committees.

In the chairman's absence, Judge Thibodeaux will preside over all regular and special session board meetings and perform all duties of the chairman, with full authority.

A chief justice on the Third Circuit Court of Appeal, Judge Thibodeaux has been a member of Memorial Hospital's Board of Trustees since 2000. Prior to his election to the bench in 1992, Judge Thibodeaux practiced law for 17 years in New York City and Lake Charles, Louisiana, and served as a Lake Charles City Court Judge for a year.

An honors graduate of Dartmouth College in Hanover, New Hampshire, Judge Thibodeaux earned his law degree from Tulane University Law School. He is a member of the American Bar Association, American Judges Association, American Judicature Society, the Judicial Council of the National Bar Association, and the National Board of Trustees of the Lawyers' Committee for Civil Rights Under Law. He is also a member of the Board of Governors of the Louisiana Judicial College, serves on the Louisiana State Law Institute, and is Vice-Chairman of the Louisiana Judicial Compensation Commission and past chairman of the Conference of Court of Appeal Judges.

 
Thomas C. Strong, MD
Medical Staff President

As President of the Lake Charles Memorial Medical Staff, Dr. Thomas Strong is involved with many aspects of Memorial Hospital, including performance improvement, quality assurance, and physician advocacy, and he is an active part of Memorial's Board of Trustees. He succeeds Dr. Manley Jordan with Pulmonary Associates of Southwest Louisiana, who served as Medical Staff President in 2009.

A general surgeon with Surgical Associates of Southwest Louisiana, Dr. Strong is a native of Shreveport, and a graduate of Northeast Louisiana University and Louisiana State University School of Medicine. He completed his residency at the University of Oklahoma, Tulsa Medical College, and is board certified by the American Board of Surgery.

 
Glenn Pumpelly
Immediate Past Chairman

For more than 12 years, Glenn Pumpelly, President & Chief Executive Officer of Pumpelly Oil Company, LLC and Pumpelly Tire Centers, Inc., has been a valued member of the Memorial Board of Trustees. He is now enjoying more of an advisory role as immediate past chairman.

A life-long resident of Lake Charles, Mr. Pumpelly is a graduate of Lake Charles High School, and is a graduate of Louisiana Tech University with a degree in marketing.

In addition to his service on the Memorial Board of Trustees, Mr. Pumpelly serves on the boards of the McNeese State University Foundation and MidSouth Bank. He has also served on the boards of the United Way of Southwest Louisiana, Lake Charles YMCA, and New Orleans Branch of the Federal Reserve Bank of Atlanta; as chairman of the Board of the Chamber of Commerce Southwest Louisiana; campaign chairman for the United Way of Southwest Louisiana; president of the Louisiana Oil Marketers Association; chairman of Crime Stoppers of Southwest Louisiana; president of Children's Museum of Lake Charles; chairman of the Calcasieu Parish Heart Association; director of the Foreman-Reynaud YMCA; and director of the Petroleum Marketers Association of America.

 
Brian D. Clements, MD
Medical Staff President-Elect

Dr. Brian Clements, an internist with Internal Medicine Clinic of Lake Charles, serves on the Memorial Hospital Board of Trustees as president-elect of the medical staff. In the absence of the president, Dr. Clements will assume the responsibility of performance improvement, quality assurance and physician advocacy.

A native of Thibodaux, Louisiana, Dr. Clements is a graduate of Nichols State College and Louisiana State University School of Medicine. He completed his residency at the University of South Alabama and is board certified by the American Board of Internal Medicine.

 
Denise Rau
Trustee

Widely respected for her leadership skills and personal achievements, Denise Rau is one of the newest members of the Memorial Hospital Board of Trustees.

A graduate of Newcomb College of Tulane University with a Bachelor of Science and of the University of Texas Graduate School of Business with a Master of Business Administration, Ms. Rau is a certified financial planner and president of Rau Financial Group. She previously served as a certified financial planner for Guardian Life Insurance Company; senior vice president for Bank One in Lake Charles; vice president of first Union National Bank in North Carolina; and assistant vice president with First Republic Bank in Dallas.

In addition to her affiliation with Memorial, Ms. Rau is president of the Episcopal Church of the Good Shepherd Foundation; past president of the Junior League of Lake Charles; vice president of Big Brothers/Big Sisters; and on the H.C. Drew Estate Advisory Board at McNeese State University.

 
Tom Shearman, III
Trustee

One of the newest members of the Memorial Board of Trustees, Tom Shearman is an important voice in the promotion and support of healthcare in Southwest Louisiana. President of the Shearman Company, LLC, Mr. Shearman is the publisher of the Lake Charles American Press, the Hobbs News Sun in Hobbs, New Mexico, and the Chronicle News in Trinidad, Colorado. A native of New Orleans, Mr. Shearman was raised in Briarcliff, New York, and earned his Bachelor of Arts degree from DePauw University in Greencastle, Indiana. He is actively involved in the Lake Charles community, serving on the executive board of the United Way of Southwest Louisiana, Downtown Development Corporation, Episcopal Day School and Community Clinic, and as the chairman of the Alexis de Toc Queville Society. He previously served on the boards of Campfire Boys and Girls, Lake Charles YMCA, Lake Charles Civic Symphony, Imperial Calcasieu Museum, and First National Bank; as the vice chairman of the annual United Way of Southwest Louisiana campaign; and as past chairman of the Chamber Southwest.

 
Carl Shetler
Trustee

For more than 15 years, Carl Shetler has been a valued member of the Memorial Board of Trustees. Mr. Shetler served as chairman for three years, and was instrumental in facilitating the change in the hospital's administration after more than 25 years with the same chief executive officer.

A graduate of Alabama's Auburn University with a Bachelor Science in Business Administration and McNeese University with a Certification in Education and a Master of Science in Administration and Supervision, Mr. Shetler began his career in the parts department of his father's Ford dealership while still in high school. He steadily progressed from selling cars to general manager and then owner in 1995 before retiring in 2009.

In addition to his service with Memorial, Mr. Shetler is a past member of the Chamber Southwest Louisiana Board of Directors; past president of the Board of Supervisors for the University of Louisiana System; and member of the McNeese State University Foundation Inner Circle and the university's Hall of Honor.

 
Louis M. Todd, Sr.
CIC Trustee

Louis Todd, Sr., president of Todd & Associates, LLC, joined the Memorial Hospital Board of Trustees in January 2009. In his role as an advocate for the hospital, Mr. Todd serves on a variety of committees including governing human resources, quality management, finance, and corporate compliance.

A native of Lake Charles, Mr. Todd is a graduate of McNeese State University with a degree in business administration.  Mr. Todd began his insurance career in Austin, Texas in 1984.  He eventually returned to Lake Charles to join his father’s insurance agency.  

His Commercial Insurance Agency, Todd & Associates, was designed to encourage relationships with his clients based on integrity and experience, with personal service.  His specialties include hospitals, physicians, and various allied healthcare facilities.

In addition to serving on the Memorial board, he currently serves as a board member of the Memorial Hospital Foundation, and board member of the Fellowship of Christian Athletes.  Mr. Todd is also the immediate past chairman of LAMMICO Insurance Company’s Agent Advisory Board, past president of Imperial Calcasieu Museum, past president of Christmas In April, and past board member of Junior Achievement.  Additionally, Mr. Todd is actively involved with his church, mission work, prison ministry, and mentoring young people.  Mr. Todd and his wife Lisa have three children and three grandchildren.

 
David R. Wallace, MD
Trustee

David Wallace, MD, a pediatrician with the Children's Clinic of Southwest Louisiana, is a member of Memorial Hospital's Board of Trustees.

A graduate of McNeese State University in Lake Charles, Dr. Wallace completed medical school, and his internship and pediatric residency at the Louisiana State University School of Medicine in Shreveport.

In addition to his affiliation with the Louisiana State Medical Society, he is a member of the Calcasieu Parish Medical Society, American Academy of Pediatrics (AAP) and Louisiana Chapter of the AAP.
